Nuoc Cham

1/3 cup sugar
1 cup water
3 small red Thai chilies
2 tablespoons white rice vinegar
2 tablespoons fresh lime juice
1 tablespon minced garlic
1/2 cup fish sauce {optional}
1 carrot, peeled and finely shredded
In a small bowl combine sugar and warm water, stirring until sugar is dissolved. Add remaining ingredients, except carrot, and mix well. Allow to stand at least 30 minutes or longer to develop flavors. Just before serving the sauce, wrap carrots in a clean towel and sqeeze to remove excess moisture; add to sauce. Serve over noodles or as a dipping sauce for spring rolls, egg rolls, etc....
